Hello,
Let me introduce myself.  My name is Max Forbush.  I have been employed as City Manager since January 1978.

Prior to being hired as Farmington’s first City Manager, I was the City Manager of Duchesne, Utah, in eastern Utah. I left Duchesne at the end of that City’s growth spurt created by the oil boom of the 1970's. When I moved to Farmington, the population was around 3,500, now it’s around 17,500. Obviously, during my career in Farmington I’ve had to deal with growth management.

Personal Information and Background

Let me tell you a little about my personal life. I’ve been married to my wife, Julie, for 36 years. We met and married at BYU. We have 8 children and 10 grandchildren. We live in the downtown area of Farmington.

I was born and raised in the Rexburg, Idaho area. Growing up in a farming community, I was privileged to learn how to work hard and to be careful with the money I earned. My family was poor, although it didn’t seem like we were poor; life just seemed normal. My father died when I was nine years old leaving my mother a widow with six children at home. We all learned to work together and to live frugally. These values of hard work and frugality are part of my nature influenced greatly by dear parents. I acknowledge their great gift to me.

Education

I attended Rick’s College and later graduated from BYU with a Bachelor’s Degree in history. I decided to pursue an advanced degree in Public Administration. I graduated with a Master’s Degree in Public Administration in 1973.

For the past 30 years I have been lucky to work as Farmington’s City Manager. I deem it an honor and privilege to be working in Farmington. Like many of you, I believe Farmington is a special place. There are major focuses in my job I’d like to tell you about so you will know my areas of responsibility. One of the major focuses I would like to address is supervising the delivery of City services.

Delivery of City Services

As City Manager, I serve as the City’s "chief administrative officer". It is my job to make sure municipal services are delivered as efficiently and effectively as possible. These services include: police and fire, the public works functions of streets, parks, drainage and City utilities; planning and community development, including code enforcement; Parks & Recreation Services, financial administration and administrative support services.

Mayor, City Council, City Manager Relationship & the Delivery pf City Services

  • The Mayor and City Council constitute Farmington’s "Governing Body".
  • The Governing Body has direct supervisory authority over the City Manager.
  • The Governing Body has oversight authority on how City services are being delivered although day-to-day supervision is the City Manager’s job.
  • The Governing Body approves City operation budgets annually which dictates the level of services provided.

The major effort for the delivery of municipal services is provided by those on the front lines – the department heads, supervisors and regular City employees. They all work hard in doing their jobs. For the most part, they do an excellent job. When services aren’t provided in a satisfactory manner, I expect to hear about it.
