Instructions for Virtual Participants Wishing to Make Public Comment. When it is time for the public hearing, virtual participants must utilize the “Raise Hand” feature to signal their intention to provide public comment. This is done by clicking the “Reactions” or “React” button on Zoom’s toolbar, and selecting “Raise Hand.” Virtual participants who do not raise their hand using the “Raise Hand” feature will neither be acknowledged nor given the floor.
